Experience and Education


Bachelor's degree in related field and ten (10) years of progressive managerial experience leading purchasing, strategic sourcing and vendor performance functions to include at least three (3) years in supervisory capacity.  C.P.M., C.P.P.O., or CTPM certification is preferred but must be obtained within 18 months in position.

Job Duties


1.Provides overall leadership and direction for Purchasing Services Team to include; processing customer requisitions, vendor solicitation, evaluation and selection, issuance of purchase orders and document retention and customer and vendor relationship management.
2.Develops, implements and oversees procurement policies and procedures.
3.Develops short and long range strategic operational objectives to enhance the effectiveness of the department.
4.Develops, reviews and evaluates financial and productivity report to identify and achieve areas for potential expense reduction and operational improvement.
5.Collaborate with other supply chain operational areas to design and implement solution to supply chain issues and systems.
6.Oversees budget expenditures and scheduling.
7.Oversees supervisors and/or subordinate managers to include establishing priorities.


**Other Duties:  Performs other duties as assigned. 

Identify and implement process improvements to increase efficiency and accuracy.

Improve internal satisfaction ratings and overall connection to our customers.

Implement strong internal controls to reduce risk and to ensure appropriate spend management.

Work across a matrixed organization, sharing and learning best practices, and balancing system and local needs and impacts.

Develop and maintain a high-performance culture in the function, resulting in continued success meeting functional KPIs and improved levels of customer.

Knowledge of Texas state laws, programs and guidelines is a plus.

Critical thinking, negotiation skills, clear communication and time management are key skills.

Oversight of 3 purchasing teams: Academic & Research, University Hospitals, and Capital & Construction, which includes management of 5 direct reports plus a staff of over 20 employees.
