Job Summary
The Director of CIP will manage all strategic decisions for the department. The Assistant Director will continue to oversee day-to-day operations to include assisting in management and oversight of all Capital Improvement projects ranging from $10M and up. The Director will assist the Assistant Director in managing 13+/- direct reports and multiple consultants providing direct project management support. Director will advise assistant director in evaluation, training and discipline.

Job Duties
1. Management responsibilities for a staff of 15 members.
2. Responsibility for managing department operating budget.
3. Must have strong organizational skills for managing and compiling project data.
4. Must have strong written and verbal skills for project reporting including to Executive leadership of the organization.
5. Management and oversight of all Capital Improvement projects ranging from $4M and up with a strong focus on large scale projects.
6. Directs the development of plans and designs for major construction and modernization projects.
7. Formulates strategies, sets priorities, goals, and objectives to implement long term capital projects.
8. Oversees architects, project managers, and external contractors to ensure compliance with design specifications, schedules, and contractual commitments
9. Responsible for budget preparation and administration; preparing cost estimates for budget recommendations; submit justifications for staff, supplies, materials and equipment; monitors and controls expenditures.
10. Manages the development of project schedules, bid openings, contracts, construction progress, inspections and project close-out for all capital projects.
11. Evaluates operations and activities of projects and recommends improvements and modifications as needed.
12. Prepares and communicates a variety of reports to stakeholders, facilities management, and institutional leadership.
13. Directs and plans for the effective use of construction resources.
14. Coordinates with other members of facilities management to support the multidisciplinary mission of the institution and provides an effective communication channel for coordination, long range planning, and problem resolution.
15. Establishes department policies and procedures and ensures compliance with State requirements.
16. Provides oversight of the UT System Board of Regents Rules and Regulations and requirements of the UT System Office of Facilities Planning and Construction.
17. Responsibility to collaborate with the Purchasing/Strategic Sourcing department in developing procurement strategies for all phases of the projects.
18. Management role for mentoring and training of all staff.
19. Manage and track projects in the CIP centralized project management information system.
20. Close out projects to ensure documents are uploaded to eBuilder and properly issued to Facilities Management.
21. Address and manage critical issues impacting project quality and safety.
22. Use of eBuilder for the project management system.
