JOB SUMMARY
This position oversees the clinical research finance team, reporting to the Assistant Vice President of Sponsored Programs Administration (AVP-SPA) at University of Texas Southwestern Medical Center (UTSW). The clinical research finance team is responsible for the processes and functions associated with financial budget, management and revenue cycle for research clinical trials and studies. In addition to close collaborations with UTSW Hospital, Clinic, and Physician Office Revenue Cycle team, the Director works closely with stakeholders across the institution to build and maintain seamless workflows in support of best practices that promote risk mitigation, appropriate and timely revenue recognition, and research portfolio growth. The Director ensures effective business process, system operations, budgeting, and compliant revenue cycle operations within the research domain. The Director participates in strategic planning initiatives, drives implementation of plans, and oversees daily workflows for specific functional duties and areas of responsibility. The Director is a leader within the research community and clinical research budgeting, financial management, and revenue cycle domains. Under minimal supervision, the Director works closely with all SPA team members, and internal and external partners to deliver and affect change across the organization.

EXPERIENCE AND EDUCATION
Required
- Education
Bachelor’s Degree in related field
- Experience
10 years of progressively responsible, related experience to include at least 7 years in a supervisory capacity.
Knowledge of Code of Federal Regulations and applicable OMB Circulars for universities and hospitals (e.g. OMB A-21, A-110, A-133, Uniform Guidance, 45 CFR Part 74), Medicare Benefits Policy, and relevant National Coverage Decision or interpretation of similar regulations.
Experience with financial compliance issues of clinical research and the communication of standard operating procedures and compliance policies to staff and faculty.

Experience working with EPIC Systems, PSFT 9.2, and a Clinical Trial Management System.
Experience in budgeting and forecasting, inclusive short-term and long-term financial planning for clinical services revenue and 3rd party payer impacts.
Experience in understanding clinical revenues at the hospital and clinical department levels to assure effective cost recovery across hospital, clinics, and provider offices.
Experience in working with clinical departments, clinical service revenue departments, and other ancillary departments in assuring appropriate information sharing, financial modeling, and building of short and long term financial projections.
JOB DUTIES
- Participates in strategic planning initiatives and drives effective execution of planning relevant to functional area. In collaboration with department and health system leadership, establishes performance metrics for functional area of responsibility.
- Monitors performance in connection with these metrics and Clinical Research Budgeting, Financial Management, and Revenue Cycle overall performance, proactively identifying opportunities for improvement and communicating these opportunities with appropriate leadership/areas.
- Collaborates with other leaders on relevant activities and ensures interdependencies between specific areas of functional oversight within Clinical Research Finance team and enables appropriate business process and system interfaces, as well as hand-offs across teams.
- Proactively communicates to achieve seamless workflows and achievement of overall Clinical Research Budgeting, Financial Management, and Revenue Cycle Objectives.
- Develops, implements, and maintains administrative and operating policies and procedures ensuring consistency with the other areas of the institution. Leverages technology and infrastructure to ensure that automated solutions and applications support functional objectives.
- Remediates gaps where necessary.
- Identifies, develops and maintains reporting tools vital to sound management over the functional areas of responsibility.
- Develops and leads on-going education regarding compliant budgeting, financial management, and revenue recognition for clinical research, inclusive considerations for billing policies, regulations, and best practices.
- Recruits for and guides the activities of direct reports ensuring optimization of human capital. Ensures the quality and accuracy of staff’s and overall team’s work. Drives employee developmental programming including annual performance evaluations, employee engagement, and talent management. Consistently promotes and supports a team approach to innovation in programs and problem solving both within functional area of responsibility and in collaboration with other SPA and non-SPA stakeholder departments.
- Develops and maintains effective working relationships with internal and external vendors and peer managers.
- Stays abreast of industry changes impacting functional area, Clinical Research Budgeting, Financial Management, and Revenue Cycle, and identifies potential impact and required changes. Strives to promote best practices within functional area and among Clinical Research Finance team.
- Ensures adherence to relevant state and federal regulatory statutes. Adheres to and supports SPA departmental administrative policies.
- Oversees day-to-day operations of Clinical Research Finance team to ensure related functions are properly executed in a compliant and timely manner.
- Manages process for establishing standardized rates and practices for financial budgeting, management, and revenue recognition for clinical trials
- Partners with UTSW Hospital and Provider Revenue Cycle teams in the creation, management, and oversight of policies and procedures that ensure compliant billing, as defined by Medicare Benefits Policy, relevant National Coverage Decisions (NCDs) and Local Coverage Decisions (LCDs), Code of Federal Regulations (CFRs), state laws, and Professional practice guidelines
- Collaborates with SPA Coverage Analysis and Contract teams to assure Clinical Research budgets align with Coverage Analysis, Informed Consent, and Contractual Agreement terms.
- In collaboration with UTSW Departments, Coverage Analysis, and Contract teams, review and make recommendations for and approve clinical study budgets and payment terms with research sponsors to ensure compliance with institutional research pricing standards and capture of all costs
- Collaborates with compliance and operations to develop and administer an audit program, performs audits to assess the effectiveness of the Clinical Research Finance initiatives, and finds opportunities to improve or develop corrective action plans in the event deficiencies are noted.
- Collaborates with patient accounting and physician billing (UTSW Hospital and Provider Revenue Cycle) to identify and adjust incorrect or complex billing and reimbursement issues associated with research patient accounts. Finds opportunities for improvement and develops corrective action plans in the event deficiencies are noted.
