JOB SUMMARY
Works under minimal supervision to provide assistance to the Director of COI and Export Control in operation of the conflict of interest program (including conflict of commitment). Provides managerial guidance, training, technical assistance, and regulatory guidance to all staff within the department, as well as campus-wide to assure operational compliance with conflict of interest policies and procedures.

EXPERIENCE AND EDUCATION
Required
- Education
Bachelor’s Degree in science, business, healthcare management, or related field
- Experience
6 years of progressively responsible, related experience with research compliance and/or research administration; demonstrated familiarity with conflict of interest guidelines, including 2 years of experience in supervisory capacity
Preferred
- Education
Advanced degree and certification in healthcare research compliance highly preferred.

JOB DUTIES
- Manages the conflict of interest program and outside activity approval process to assure compliance with university and UT System policies, federal regulations, and funding sponsor requirements.
- Assists the Director of COI & Export Control on various reports and projects. Relieves the Director of a variety of internal duties and decisions, which require thorough understanding of conflict of interest functions, programs, and policies.
- Develops, implements, and monitors procedures designed to promote compliance with COI policies and Management Plans, including interaction and integration with other institutional committees such as the Institutional Review Board (IRB) and Institutional Animal Care & Use Committee (IACUC), and offices such as Sponsored Programs Administration (SPA), Supply Chain Management, the Office for Technology Development, the Office of Communications, Marketing, and Public Affairs, and the Office of Legal Affairs.
- Establish metrics to measure the effectiveness of compliance efforts and proactively identity program enhancement.
- Relieves director of wide variety of internal duties and large volume of decisions, which require thorough understanding of the functions, programs, and policies of organization.
- Develops and implements training and educational materials (including written materials and website content), and serves as a resource for advice and counsel concerning the interpretation of policies and their application to individual circumstances, and to assist employees with all relevant disclosure and approval processes.
- Manages, trains, and evaluates staff to assure outside activity and financial interest reviews are completed in accordance with applicable policies and regulations. Assists in the review of more complex, high-risk situations.
- Completes and coordinates complex projects and reports, which may require significant contact with other departments and outside organizations. Coordinates the planning, development, and maintenance of electronic forms and electronic administration systems and reporting tools.
- Recommends changes and reviews progress, escalating information to leadership as necessary and identifying opportunities for improvement and efficiency.
- Responsible for the design, execution, and effectiveness of systems of internal controls, which provide reasonable assurance that operations are effective and efficient, assets are safeguarded, and financial information is reliable.
- Ensures compliance with applicable laws, regulations, policies, and procedures by monitoring regulatory changes (PHS and other federal and state requirements).
- Develops and delivers ongoing conflict of interest training programs for faculty, researchers, and staff on regulatory requirements, ethical standards, and institutional policies.
- Develops, cultivates, and maintains strategic relationships with internal/external departments and agencies involved in oversight of conflict of interest, reporting to senior leadership on progress and issues.
- Reads literature, attends and presents at professional functions, and cultivates relationships with colleagues at peer institutions to keep abreast of relevant regulatory, scientific and technical developments and best practices related to conflict of interest.
- Develop, implement, and refine compliance policies, procedures and best practices for implementation or improvement of export-control program activities.
- Supports research by promoting collaboration among investigators and across disciplines, departments and institutions; organizes meetings, seminars and conferences; develops internal and external communications of the department.
- Oversees audits and assessments related to conflict of interest and oversees investigations of non-compliance, ensuring prompt and thorough review and resolution of findings.
- Recommend corrective actions, including policy updates, process modifications, and disciplinary measures as appropriate.
- Work closely with compliance, legal, and senior leadership to address high-risk or significant export compliance concerns. Serves on committees as representative of assigned program as appropriate.
- Maintains confidentiality as appropriate.
- May supervise subordinate managers.
- Performs other duties as assigned.
